the game is designed in such a way that trains will only appear if you are driving in a truck and not flying around the map with a free camera, trains, like other traffic, can only appear at a certain distance from your truck. try to just fly near railway tracks and stations rather than stand and wait for the train in one place. if that doesn’t work, then maybe you used the wrong load order and another mod is above my mod and messes up the settings
